Tim Fallon

CEO

Tim has been SPEAR’s Chief Executive since 2020. Tim’s background is in housing associations and homelessness charities with 20 years experience in senior policy and CEO roles. Previous roles include CEO of YMCA North London and John Grooms HA and Senior Policy Adviser at Stonham HA.

There are many reasons why people are pushed into homelessness so there is no one-size-fits-all solution. The person-centred approach at SPEAR is crucial to help us understand what works and figure out new and innovative ways to provide long-term solutions and reduce the isolation of homelessness. Access to housing is a fundamental right and ending homelessness within our communities must be our topmost priority.

Mark has been a consultant, manager, director and acting CEO in the field of social care and rough sleeper services for 30 years. He joined SPEAR over three years ago and oversees the development, mobilisation and coordination of all of SPEAR’s frontline services.

Homelessness is a symptom and potentially a badge or label. If you’ve lost the means, or support of other people (for whatever reason – there are many reasons; some are about you and some are not), then you risk homelessness. 

I enjoy working with SPEAR because we don’t care about the ‘why’. It can be a long and hard journey but we don’t give up easily

Charlotte has been with SPEAR since July 2020 and is responsible for leading the HR department to effectively deliver the People strategy and managing the full employee life cycle for our SPEAR colleagues. She has a wealth of experience in senior human resources and learning and development roles within private, public and third sector organisations both internationally and in the UK.

People who have been through homelessness often make the most loyal and committed employees, with the right support and at SPEAR we actively encourage candidates with lived experience to apply for our roles.

We have had incredibly talented individuals with lived experience rise through the ranks at SPEAR, and we are dedicated to continue to develop and support our employees to make an impact on the homelessness crisis in South West London, through the great work that they do each and every day!”

Carrie Reiners, Director of Fundraising and Engagement

Carrie joined SPEAR in 2024 and brings over 25 years of fundraising experience from both the US and UK. She has worked across a range of sectors including arts and cultural, education, and social care/ homelessness.  Her role includes diversifying and growing SPEAR’s income from individuals, corporates, trusts and community sources, alongside raising awareness of SPEAR’s valuable work.  

Paul Doe, MBE
Chair
Paul joined SPEAR in 2018. Paul is an Independent Director of Capital Letters, a Local Authority owned company set up to provide private rented accommodation for homeless families across London. Previously, he was Chief Executive of Shepherds Bush Housing Group and was a founder member and company director of PlaceShapers. He was a trustee and director of many organisations including St Mungo’s where he was Chair for five years.

After forty years of working in housing and homelessness when I retired five years ago, I wanted to use my experience and skills to support local organisations dedicated to homelessness. I believe that charities have much to offer in the battle to be rid of the scourge of homelessness and I was keen to join SPEAR where services focus on the journey from the streets to a permanent home and do what I could to provide strategic direction and good governance.

Duncan Richford
Vice Chair

Duncan joined the Board of SPEAR in 2016 as a Trustee.  Graduating from Durham University (Mathematics) in 1994, and moving to Richmond shortly after.  He has worked in investment banking for over 20 years, with significant time spent in finance, trading, structuring, sales, risk management and in leadership positions.

Duncan currently runs a financial markets sales and trading operation at a commercial bank.  He lives in Richmond with his wife and two children, one of whom is passionate about helping the homeless.

Fiona Barrett
Trustee

Fiona joined SPEAR as a trustee in 2020. She came in touch with the charity through observing their incredible fundraising work in the local area and decided that she would like to contribute as a trustee. She remains concerned about the level of homelessness in our boroughs and would like to play her part in helping an organisation which plays such a key part in tackling its causes and effects.

Fiona is an experienced lawyer with a specialism in public law. She trained and worked for some years in City law and for the last 12+ years, she has worked for the government, mainly focusing on judicial review. Fiona is active in a number of charitable initiatives: she offers her expertise to law students and school children from less advantaged backgrounds; has helped to coordinate fundraising events for the Hunger Project and volunteered for over three years at West London Churches Homeless Concern preparing meals for rough sleepers.

Kai Bilimoria
Trustee

Kai joined SPEAR as a trustee in 2020 and is proudly our youngest trustee at the age of 23. The board were very impressed with Kai’s eagerness to right the wrong that is homelessness and his ability to provide a fresh perspective. His insight into the younger generation will be beneficial to improving our services for young people. 

Kai currently works as a Management Consultant at EY. He devotes a lot of time to charitable causes; from hosting a fundraising event for hundreds of people as President of the Harold Macmillan Society, to volunteering at Slough Mencap, to teaching English at an orphanage in India. He still regularly volunteers at Fulham Good Neighbours, supporting the elderly. Kai’s interest in history, art and philosophy has motivated him to create an Instagram page @history_art_philosophy which now has over 129,000 followers!

Nigel Bloomer
Trustee

Nigel joined SPEAR as a trustee in 2020. He is a local resident in Richmond, an investment operations leader with 35 years in asset servicing and asset management, and brings 16 years of experience as a Trustee for a pension fund.  

Nigel is passionate about addressing the problems of homelessness, having seen the impact on a personal friend whose circumstances led to an extended period of homelessness. Nigel first became aware of SPEAR via his wife, an advisor at the Citizens Advice Bureau, who worked with SPEAR on numerous occasions and speaks very highly of the charity.

Charlotta Campanale
Trustee
Charlotta joined SPEAR as a Trustee in 2016 and is a life-long local resident who volunteered for Penny Wade at the time of SPEAR’s creation. She voluntarily first taught the drama group at the original Vineyard Project and has remained an active volunteer for several local charities, including setting up the first school ‘Green Travel group’ to encourage families to consider greener travel options, and recruiting a volunteer team to assist at free local breastfeeding clinics.
Previously, Charlotta was a Councillor for London Borough of Richmond upon Thames where she represented the Kew Community and was Chair of the Policy and Performance Review Board for the borough. Today, she is a company secretary in the environment/social finance sphere, runs a small Impact Investment Company and recently qualified as an interpersonal Mediator and practices in the business sector. Charlotta now plans to utilise her Mediation skills in the area of homelessness prevention.

As homelessness figures rise, I have seen SPEAR grow and adapt to the sadly increased need for our service provision.  SPEAR has become an essential and recognised charity in the local area, working collaboratively with the local community. 

Michael Dickson
Trustee
Michael joined SPEAR’s Board of Trustees in 2025. He has over thirty years of experience in corporate business, working for multinational companies and private equity partnerships in the UK and APAC. His expertise is in strategic development, operational excellence and business transformation. In addition to his corporate career, Mike is passionate and actively involved in the social sector working with two homelessness charities, and as a board advisor to a non-profit higher education institution.
Mike holds a BSc(Hons) from Oxford Brookes University, he is also an Accredited Mediator and has recently completed an Executive MBA with a London University and Global Business School.
Leslye Jourdan
Trustee
Leslye joined the SPEAR’s Board of Trustees in 2025. Leslye currently works in sustainability within real estate asset management and finance. Before this, she worked as a stockbroker at HSBC, Deutsche Bank and Kleinwort Benson in London. Prior to this, she worked in international television distribution in Los Angeles and in Paris. She has an MBA from London Business School, in which she specialised in finance and economics.
Christine Reay
Trustee
Christine became a Trustee after volunteering for SPEAR. Previously, she was a City solicitor specialised in private client law, including charity law.  She is also a former JP from the Richmond Bench and was Chair of the Kew Society, a trustee for the Richmond Society, Chair of the South West London Magistrates’ Association, and a trustee of Richmond Local History Society and the organisation supporting local libraries

I think it important that everyone has a roof over their head, living on the streets is a hard and dangerous place to be.
It is good to work for the most vulnerable and give them a voice.

Jack Stephen
Trustee
Jack joined SPEAR in 2009. He was Deputy Chief Executive and Finance Director of Thames Valley Housing for 21 years. Today, Jack he chairs the audit committees for the Barnet Housing Group and is a Board Member of Open Door.
He is also Board Member of Your Choice Barnet, a provider of adult day care and extra care accommodation in Barnet; of Inquilab, a social housing landlord; of Simply affordable Homes, a social housing subsidiary of Savills Investment Management; and is Member of the treasury committee of NottingHill  Genesis, a social housing landlord. In addition , Jack is also chair of the Richmond Furniture Scheme, a furniture recycling charity.

Personally, I was enormously  affected at an early age by the play ‘Cathy come home’. No one in our society should be without a home.
I have seen so many people SPEAR has supported from living on the streets who have gone on to enjoy fulfilling independent lives. No doubt the homeless numbers will increase over the next few years. We all need to do more to prevent this happening.

I joined SPEAR as its chair as I wanted to give something back to my community. However, I have gained much more from working with SPEAR’s staff and from our clients, many of whom have been inspirational to me in ways I just didn’t expect. It’s also been a pleasure working to help people experiencing homelessness with so many individuals, churches, and  schools.
